PARTICIPATION OF THE SOCIETY

Every person has the right and the maximum opportunity to take part in the work for population development and the development of happy and prosperous families. Participation will be carried out through self-sustaining and social organizations, private parties, and individuals, voluntarily and independently, in line with their respective abilities.

GUIDANCE

The Government must carry out leadership regarding all activities related to efforts for population development and the progress of happy and prosperous families. The control carried out by the Government will have the objective of:

1. Making certain of the smooth completion and carrying out supervision in order that efforts to control the size of the population, the development of population quality, and the guidance for population mobility are parallel to the objectives of population development;

2. making sure of the smooth completion and carrying out management so that family planning and other efforts can realize happy and prosperous families.

In the framework of carrying out guidance, the Government is to be obligated to:

1. gather, manage, and analyze information for the examination of work for population growth and the development of happy and prosperous families;

2. occasionally predict and set goals for population growth and the development of happy and prosperous families in national development planning;

3. control the impact of development on population growth and the improvement of happy and prosperous families, in addition to the impact of population growth and the development of happy and prosperous families on development and the environment;

4. make efforts and take steps toward overcoming issues connected to population development and the development of happy and prosperous families.

In addition to activities, the Government and or society must be obligated to carry out: public communication, information, and education on population growth and the development of happy and prosperous families. They will also carry out guidance to promote the smooth accomplishment of the efforts for population development and the development of happy and prosperous families, research and development in the field of population affairs and family welfare.

Activities have to be regulated by laws and regulations in order to enforce the terms of this Law, the Government will take actions and steps to help the improvement of efforts for population development and the development of happy and prosperous families.
