Gunmen attack another drug rehab clinic in Ciudad Juarez; 10 killed

This article is about a city in Mexico, Ciudad Juarez. The day before Mexican Independence Day, heavily armed gunmen attacked a rehabilitation drug clinic killing ten people including therapist, doctors, and patients. A surviving witness tells LA Times there were up to eight gunmen. Although motive is unknown, rehab clinics are often attacked because drug gangs seek revenge or attempt to settle old scores. Ciudad Juarez is the most violent Mexican city and according to the article, this is the sixth drug clinic in Ciudad Juarez attack in the past 13 months. Not only is there a lot of violence and crime, the number of addicts is also rising in Mexican cities today. The numbers of addicts in Mexico have increased 51% between 2002 and 2008.
This seems so crazy to me! First of all if Ciudad Juarez is known for its violence and have had quite a few attacks on drug clinics, why is nothing be done to stop it? I feel like instead of stepping in after the crime has been committed, officials should look to see why they are happening in the first place and think about prevention. Also, with the rising in drug and alcohol addictions in Mexico, I am wondering why there are not tougher enforcement on drug laws.
