Domestic abuse is not illegal in Russia because it is not considered a crime. In fact, wives being abused by their husbands is a culturally acceptable norm. According to this article, there are only 20 women’s shelters for women in the entire country; that’s “7 for every million people.” Even though the women logically know they should leave their husbands and escape, there is no safe place for them to seek refuge. Law enforcement continues to sustain this cultural expectation as they advise women who call for assistance to “only call when he threatens their lives.” High rates of alcoholism and unemployment as well as a lack of violence prevention programs starting with youths are listed by this article as causes for the high rates of domestic violence in the country.
I found this article to be disturbing. I think that here in the U.S., the majority of us are socialized at a young age to know that abuse is wrong and that if you’re in such a situation, that the police are there to help and that there are places like women’s shelters you can go to escape. This is probably supported by our acknowledgement that domestic violence is a crime. In Russian society, however, this norm is so ingrained in the culture that neighbors who hear the abuse while it is occurring actually ignore it. Because it is not considered to be a social problem by the majority, this norm will most likely remain until a (currently unlikely) massive social movement occurs and changes the laws to include domestic violence as a crime and the new law is appropriately enforced. I wonder what it would take to begin such a movement, though. Would a vastly improved economy help decrease unemployment and subsequently decrease the status frustration that (perhaps) leads to this abuse? What incentives would be necessary to induce the government and/or majority of Russian society to begin social programs for youths that discourages violent outbursts both as children and adults?

I don't find this surprising because all cultures are different. In many countries around the world, women are treated less than men and are taught at a young age that they are more like property than human beings. Yes, it is true that in the US children are taught at young ages that abuse is a crime and is morally wrong. However, in other countries, like Russia, both boys and girls are taught at young ages that women are not as strong, independent, smart, career-oriented, etc as men are.
A couple years ago I was told by a Sociology professor that in the state of North Carolina there are more animal shelters than battered women shelters. Don't get me wrong, I'm an animal lover, but battered women should be a huge priority in this country and other countries around the world. I agree with Victoria, this article didn't really surprise me, and that's probably the worst part about this issue....the fact that it doesn't shock us.
I grew up with an abusive father, so issues such as this are very important to me. However, I wonder if Russia having womens refuge shelters would really help the problem as much as we as a culture think it would. In the United States, we have shelters of refuge to go to if we find ourselves in this kind of situation, however many still do not use this resource for the simple fact that it is embarrassing. So therefore, many abusive cases still go unresolved. I believe this would be the case in Russia as well, especially since it isn't the norm to seek help for such an issue as this.
