Urbanization Could Cost 24 trillion yuan

By the year 2020, China could spend about 24 trillion yuan on urban infrastructure; that's 3.6 trillion USD. If the rural population of the country continues to migrate to its cities, urbanization could rise to 65% in the next 10 years. Reporters believe China will spend a minimum of 16 trillion yuan on roads, railways, power plants, water systems, and social services. A couple of years ago, China's government and banks funded 62% of urban infrastructure. It is now suggested that non-State investors provide more money for such projects.
I think that this could go either way for China. I feel that investing all that money into urbanization could be great. It would definitely bring more jobs to the urban areas, businesses that already exit would do better with more people living in the city, and it would probably increase the country's GDP per capita. However, my concern is with the urban population growing, what's going on with the rural population? Who's taking care of the agriculture if everyone is moving to the city? I figure that if young people who grew up on a farm are sent away by their families to earn and save money, that leaves older residents with the back breaking labor of maintaining a farm,and if they get sick or are just not that strong anymore, their land and years of hard work goes to waste. Sometimes I just think the Chinese government should try to consider the whole country when investing so much into one thing. It seems to me like encouraging so much urbanization within the next few decades may result in the country losing some of its agriculture.
