This years harvest will fall by about a third of what it was last year. The people have become anxious because of the high prices of meats, flour and pasta. The hope for the drought to improve by the end of next week won't be happening.
For Russia this is becoming an on going problem. The people want relief and the prices lower but there is no way that Russia is able to do it at this time. The prices are effecting the people but also countries that get grain from Russia. Because of the ban countries are not able to import Russian grain which hurts them and also Russia. Something like the drought cannot be helped but measures have to be made to help. Russia has to help its self before it can export grain to other countries.

It is a sensible philosophy that to help others one must first help oneself. But in the globalisation era, this old survival theory may be no longer true. Countries need to help each other first in order to survive together, even they individually have their own problems. If every country in the world follows Russian's policy of protectionalism, then the world will remain stagnant or even go back to its less prosperous stage.
