On February 22nd the European Union's highest court made a ruling on the signing of the ACTA bill. The court looked at the bill to make sure that the rights of those in the EU were in fact protected. As of that date twenty-two countries in the EU has signed the treaty. The commission said it, " "decided today to ask the European Court of Justice for a legal opinion to clarify that the Acta agreement and its implementation must be fully compatible with freedom of expression and freedom of the internet". Of the countries in the EU only Germany and Poland have backed down from signing the document due to protests. The European Parliament is planning to have a debate on ACTA in June. The debate will be more focused on facts and not rumors or misinformation. Those backing ACTA say that it is trying to raise global standards for intellectual property rights.

While signing the treaty may create some jobs it will also hurt those who rely on their website that revolve around piracy. While the EU is looking to iron out all the details concerning the bill, one thing still stands; personal freedoms will be violated to uphold it. Whether directly or indirectly. Regardless of what happens with the European Unions decision on the bill the bill will continue to fight back until it is signed.
